Sabah transport woes get MCA pledge

Kota Kinabalu: The MCA will continue to play a pivotal role in solving the transportation problems in Sabah, said its President Datuk Ong Tee Keat.
He said MCA viewed the transportation problem facing the State as part of the national problem that needed attention.
"We in MCA will continue to help the Sabah Government solve this problem, particularly (with regard to) the public transportation system.
"We will gather all related information and bring up the issue at the federal level for further action," he said after attending Sabah MCA's Chinese New Year open house at the hall of the Kota Kinabalu High School, on Tuesday.
Sabah Yang Dipertua Negeri Tun Ahmadshah Abdullah and Chief Minister Datuk Seri Musa Aman were among the dignitaries who attended the open house.
Ong, who is Transport Minister, said he had instructed the Road Transport Department (JPJ) Director-General and JPJ officers to go down to the ground in Sabah to hear the people's grouses, particularly the stakeholders or those involved in the transportation industry.
"This is one way to fast-track the solution to the transportation problems in Sabah. So far, the response has been very good and the JPJ, under my Ministry, will continue to go to the ground for a similar purpose in the other states.
"After this Chinese New Year, JPJ officers will go down to Kedah to see what needs to be improved or done there as far as the transportation system is concerned," he said.

索拉:沙羅厘准超載十巴仙州 內長途巴士毋需兩人輪駕

【亞庇廿日訊】陸路交通局由即日起允許州內羅厘超載量至十巴仙。全國陸路交通局總監拿督索拉末哈山今日與本州運輸業者舉行對話後,如是披露。他說,羅厘超載由十一至卅五巴仙之間將被發出傳票,超載卅六巴仙以上,可被提控上法庭。索拉指出,本州羅厘業主們早在一年前已反映了有關的建議,他今日乃做出上述決定。他解釋,這只是在本州羅厘荷重量尚未重新調整之前,所採取的暫時性措施。他說,新的調整需經在聯邦內閣討論,聯邦工程部刻在進行內部討論。本州的羅厘超載量是不可超過其羅厘車身重量的五巴仙,目前只放寛至十巴仙。索拉高興見到業者們踴躍反映了他們的問題,讓他更深入暸解本州運輸業的真實情況,當局希望將來繼續安排更多交流會,使業者有機會反映他們的問題。【亞庇廿日訊】陸路交通局全國總監拿督索拉末哈山今日宣佈允許亞庇至山打根的長途巴士無需有兩位司機輪流駕駛。他表示,根據規定,凡路程超過三百公里的長途巴士,是必須聘有兩位司機輪流駕駛,由於亞庇與山打根是三百卅公里,只多出卅公里而已,當局將通融這些長途巴士無需聘請兩名司機。山打根去斗湖是三百廿公里,因此行駛兩地的長途巴士也同樣獲得豁免,不過為了安全起見,巴士司機必須每隔三個小時須停下車來休息。索拉是今日在此間一酒店與全州商用車輛業者對話後,向報界如是表示。由於司機在夜間容易打瞌睡,容易發生車禍,有建議停止長途巴士在夜間行駛,針對這項建議,他指它只初步建議,當局尚未做出的最後決定。本州的長途巴士之車鏡,經常被惡徒丟石頭擊破導致業者常遭當局抄牌罰款。對於這問題索拉通容巴士業者們獲得三個月的寬限期來重新安裝車鏡。

沙羅厘運輸公會力爭運輸負荷量全國劃一

【亞庇廿日訊】沙巴羅厘運輸公會主席蔡培明否定了州內的主要道路難於負荷羅厘過量運載的說法,並認為本州的運輸荷重量(BDM)應該早日與西馬劃一。他強調,聯邦政府採用與西馬同等的規格在本州興建道路工程,其道路的承受力應該是相同的,但州內的羅厘荷重量卻偏偏低於西馬,導致本州運輸費成本提高,運輸業也難於蓬勃發展。為了間接降低運輸費,避免貪污等現象繼續發生,本州的運輸荷重量(BDM)應該早日與西馬劃一。蔡氏是今日出席與陸路交通局全國總監拿督索拉對話過後,向報界如是表示。他說,東西馬的運輸重量無法相等,主要是州工程局非由聯邦政府所管轄,本州的運輸荷重量是由州政府所規定,砂拉越情況也是如此,故聯邦工程部難於要求州工程局做出調整。他指出,西馬的羅厘荷重量為四十噸以下,而本州則是卅六噸以下,如今西馬已計劃調整至四十六噸,這與本州相差逾十噸。拿督索拉今日應允本州運輸業者可超載不超過十巴仙,蔡氏強調,工程局從來沒有說過本州道路負荷量是低於西馬,若真有事,已有很多道路及橋樑經被毀壞或倒塌。他說,超載會導致被罰傳票,使到羅厘零件容易毀壞,以及有被收賄之可能性,所以調高了荷重量,大家都可以鬆了一回氣。只要荷重量調高,本州的運輸費及成本將會相繼降低。他在對話上有代表公會向陸路交通局要求申請特別准証,方便業者們能夠運載重型機械。他解釋說,以目前所限定的荷重量,業者們根本無法運載超過三十噸以上的神手,發電機及壓路車等大型機械,希望當局能允許申請特別准証來運輸這些機械。針對有關問題,索拉表示他會特別處理此事,並在明日公佈有關特別准証的申請詳情。

Lorries can carry 10pc more

Kota Kinabalu: Lorries and low loaders in Sabah will be allowed to carry 10 per cent more than their Maximum Permissible Laden Weight (MPLW) effective Wednesday.
Road Transport Department (RTD) Director-General Datuk Solah Mat Hassan said the matter is expected to be finalised by Wednesday, including the setting up of the guidelines.
He was speaking after chairing a closed-door dialogue with associations of lorry transport, bus and mini bus, express bus and taxis at Hyatt Regency Kinabalu, Tuesday.
He said approval would be given on a case-to-case basis and applications should be made at the RTD Sabah headquarters in Jalan Bundusan through its Automotive Engineering Unit.
Presently, the RTD already allows lorry transporters in the State to carry five per cent more than the vehicle's permissible maximum weight but an additional five per cent was allowed after the dialogue.
The lorry association had appealed to the RTD to increase the MPLW or in Bahasa Malaysia Berat Dengan Muatan (BDM) of lorries in Sabah, which was quite low compared to those in Peninsular Malaysia.
Solah said this resulted in them having difficulties to do their job such as when transporting machinery and equipment necessary for development.
"This is part of RTD's move to assist in the development of the State," he said.
The matter had been raised over the past year but the RTD was waiting for the roads Weight Restriction Order (WRO) to be reviewed by the Public Works Department (PWD) nationwide including Sabah.
So far, he said there have been three meetings on the issue but it was up to the Works Ministry to set the time frame for the revision.
On the contention that roads in Sabah are not of the same quality as those in the peninsula and cannot cope with heavier loads, he reiterated that it was for this purpose that the PWD was conducting the revision of the WRO.
Those found loading above 10 per cent up to 35 per cent exceeding the MPLW would be issued a RM300 compound.
While those overloading above 35 per cent of the MPLW would be taken to court under Section 19 of the Commercial Vehicles Licensing Board Act and the offenders could be fined RM1,000 up to RM10,000 or two years' jail or both.
"Those who had been issued with summonses prior to Wednesday will still have to pay them," he said.
As for express buses, Solah said the RTD had decided to consider relaxing the two-driver requirement for the Kota Kinabalu-Sandakan route, which is about 330km and slightly over the requirement of changing drivers every 300km.
"We decided to relax this but they must break their journey every four hours to ensure the driver gets enough rest for the safety of the passengers," he said.
The department, he said understood the difficulties of the express bus operators in Sabah where it is quite difficult to get qualified drivers with the Public Service Vehicle (PSV) licence.
Another problem affecting express bus operators in Sabah, which he described as "weird" is cases of stones being hurled at the vehicles resulting in their window glass or windshield breaking.
In this respect, he said it was agreed that a three-month notice be first issued to operators to replace the broken glass (above six-inch cracks).
"They told us that it will take them some time to order the replacement parts so it is decided that RTD will give them three months to do it and this applies not only for express bus but all buses," he said.
Solah said that commercial vehicle owners would also be given the opportunity to appeal within one week if they are dissatisfied with Puspakom's decision pertaining to the periodical inspection of their vehicles.
There are some new regulations, which are still unknown to them such as the requirement for all the vehicle tyres, whether original or retread, to bear the MS Sirim logo, he said.
"We agree that whenever there is new regulation it will be disseminated directly to them and also in the RTD website," he said.
Solah said RTD is now working towards consultation and getting cooperation from the stakeholders on anything that is related to the department.
Expressing satisfaction with the dialogue, he said it should be organised more frequently, perhaps by the Sabah RTD itself with all the stake players as it would bring about benefits to all.

全国陆路交通局暂时放宽沙运输业载重量限制今起生效

(本报讯)全国陆路交通局将暂时放宽沙巴州运输业者的载重量限制,即日起生效,但超载于载重量36%以上的运输车辆业者,将会被采取法律行动控上法庭。
全国陆路交通局总监拿督索拉末哈山今日指出在放宽制度下,超载于载重量10%以下的运输车辆将不会被开出罚单。
他说,超载于载重量11%至35%的运输车辆将会被开出罚单,而超载于载重量36%以上的运输车辆业者,将会被采取法律行动控上法庭。
他昨日指出,该局将暂时放宽沙州运输业者的载重量限制,并在今日起生效,一直到新的载重量限制被公布为止。
他昨日在亚庇与西海岸公共交通车辆和运输业者举行对话后向记者说,在商业车辆执照法令第19条文下,超载的业者可能面对1万令吉或最高2年监禁,或两者兼施的刑罚。
他说,沙州运输业者已在1年前申请提高运输业者载重量限制,而陆路交通局、商业车辆执照局、联邦工程局已同意,只是沙巴的工程局仍在审核州内的桥梁乘载量,而未批准新的载重量。
索拉末哈山说:“西马的运输业载重量已被调高,而现在也正检讨再进一步调升限制。”
另一方面,州陆路交通局在3个月前已成立一个“重型机械业”部门,负责发出特别准证予运输业者运载重型工业和建筑机械。
索拉末说,该局将依据个别案件的申请,发出准证予运输业者运载这些重型机械,如神手、压路车和割路车等等。
“我相信在蓬勃发展中的沙巴,将会使用到这些重型机械,如果依据现时的载重量,这些重型机械几乎不能上路。”

西海岸運輸業公會促政府儘早劃一全國羅厘運載量

【亞庇十日訊】沙巴西海岸羅厘運輸同業公會就西馬柔佛州羅厘同業不滿當局取締超載而進行示威罷駛行動,導致交通癱瘓之事件,該會促請政府當局應更關注沙巴羅厘同業所面對之超載問題。該會主席符福成今天促請政府當局應儘早劃一全國羅厘運載量,以減少沙巴羅厘面對超載之困境。他說,沙巴羅厘比西馬同類型之羅厘少載六噸,西馬羅厘最高運載量為四十四噸,而沙巴羅厘最高運載量為卅八噸,減少了六噸。因而他呼籲政府當局應提升沙巴羅厘運載量與西馬相等,全國劃一。他指出,該會於二〇〇三年之前要求當局提高沙巴羅厘運載量時,不升反降,降至卅八噸,而西馬則升至四十四噸,相差六噸,因而沙巴羅厘同業更加面對超重之問題。不過,新任沙巴陸路交通局總監萬依杜斯上任以來經常與該會舉行對話,一些問題獲得了改善,但政府應儘量協助他們,使問題獲得解決,以及採取更開明之政策,以消除業者不滿情緒。他表示,該會要求當局劃一全國羅厘運載量至今已達六年之久,但問題一直都沒有獲得解決。此外,該會與亞庇市政廳合作在下南南加隆邦開闢的停車場,將於本月十五日開放予公眾人士停放車輛,尤其在農曆新年期間開放予公眾人士放車,以免阻礙交通。符福成指出,該停車場佔地四英畝,可供一百廿輛拖格羅厘停放,以及十五間店位及一間旅店仍在興建中。他表示感謝本州首席部長署助理部長拿督丘克海之協助,該會與市政廳合作,在上述地點開設該停車場,除了開放予公眾人士使用之外,亦供外坡羅厘使用,不收泊車費,但只徵收象徵式管理費。其他在場者包括該會顧問李永生,署理主席陳漢文,第一副主席黃日光,秘書彭金華及會員李仁亮。
