‘Set up resting place for heavy vehicles traversing state’
KOTA KINABALU: The Sabah Commercial Vehicle Licensing Board (CLVB) is proposing that a proper resting place be set up to cater for heavy vehicles traversing the State.
Its chairman Datuk Bung Moktar Radin said that his office would write to the Transport Ministry to get an approval.
Speaking to reporters here yesterday, he said there was no proper resting spot for heavy vehicle drivers in Sabah.
“Many of these drivers have no choice but to pull alongside the roads that has sufficient road shoulder space to rest,” he said that these vehicles also posed danger to other road users.
Bung Moktar said that LPKP was look at building three stop points between Kota Kinabalu and Sandakan, Sandakan-Tawau and Kota Kinabalu-Brunei/Sarawak.
He added that these resting spots could also be utilized by other road users who are traveling long distances though the concern was more to heavy vehicle drivers.
While the LPKP discouraged heavy vehicle drivers from parking their vehicles along road shoulders indiscriminately, he said it was also concerned with their plight.

亞庇廿三日訊】沙巴羅厘運輸總會今日與沙巴商用車輛執照局會商後達致數項協議,其中包括該會自行闢建羅厘總站,以解決羅厘停放在路旁或住宅區,危及民衆安全而屢遭當局檢舉的問題。沙巴商用車輛執照局主席拿督邦莫達拉丁今日在該局辦事處接見沙巴羅厘運輸總會代表後,在新聞發佈會上說,羅厘運輸業者向該局申請准證時,必須宣佈擁有停放羅厘的總站,但是准證到手後,他們依舊停放在路旁或住宅區,拒絕在現有的總站停放,危及民眾安全之外,也違反商用車輛執照法令第十九㈢條文,可被罰款三百令吉。他說,經過今日的會談後,沙巴羅厘運輸總會願意合作解決問題,並已在籌建羅厘總站。他說,關於該會闢建羅厘總站的問題,該局並沒有設時限,不過根據對方的口吻,會盡快加以落實,因為他們接到商用車輛執照局、交警、陸路交通局和亞庇市政廳的罰單已經接到手軟。他說:「如果一天被罰三百令吉,一個月會被罰是多少錢?所以,對於他們的反應積極。」邦莫達說,屢遭當局檢舉,這些羅厘業者走法律漏洞,祗是把貨櫃停放在路旁,尤其在丹絨里拔一帶,因為商用車輛執照局祗能對付有准證的車輛,而貨櫃是不必准證的。他說,貨櫃內無論有沒有貨,停放路旁一樣危及民眾安全,該局取得亞庇市政廳合作處罰他們或將貨櫃拖走。他說,該局在全州僅得十名執法人員,其中六名駐守亞庇,所以需與其他部門執法,更需要公眾人士提供情報。他說,在本州,涉及羅厘的交通意外率相當高,沙巴羅厘運輸總會同意嚴加督促會員及同業遵守法紀。邦莫達指出,有關持A級准證貨櫃羅厘數量不足,導致一些羅厘業者使用普通羅厘開入碼頭拖貨櫃的問題,邦莫達不排除貨櫃羅厘准證解凍,全面開放的可能性。他表示一旦開放,該局才根據需要決定准證配額。他說,關於劃一本州與半島羅厘載積量,將本州羅厘載積量由卅八噸至四十四噸的要求,他表示該局仍在等待陸路交通局之答覆,州內哪一些道路承受得往四十四噸載積量的羅厘。他說,與半島情況有別,雖然本州道路一般上符合標準,但是一些鄉區道路仍然承受不了重壓。他説,沙巴商用車輛執照局也同意該會的要求發出更多貨櫃羅厘准證,以滿足情況需要。
Lorry transit centres plan to reduce road mishaps
Kota Kinabalu: Several one-stop transit centres for lorries may be set up along the roads between Kota Kinabalu-Sandakan and Sandakan-Tawau to reduce frequent accidents involving lorries.
Commercial Vehicle Licensing Board (CVLB) Chairman, Datuk Bung Moktar Radin, said he would write to the Transport Minister to set up several such one-stop centres along Kota Kinabalu-Sandakan.
At least another one will also be requested between Sandakan and Tawau, he said after chairing a meeting with the Sabah Lorries Association at the CVLB office, Monday.
"I see the lorry transportation industry as contributing to the nation's economy and I will write to the Transport Minister. These centres will enable the drivers to park their lorries at safer areas and rest a while, before continuing with their long journey," he said.
Bung said CVLB would also ask for a similar centre to be set up within the city area specially for lorries coming from Sarawak and Brunei. This centre would be used for unloading of goods.
The association assured its full cooperation to CVLB in solving the problem of lorries parked along roadsides, including in the housing areas here and in other major districts which pose danger to other road users.
According to the traffic police there have been frequent accidents, even deaths, involving lorries parked along the roadsides, he said.
This is actually a traffic offence for obstructing traffic flow as well as under the licensing requirements of the CVLB which require a lorry driver to declare he/she has a depot when applying for a licence, he added. Offenders can be fined RM300 per offence.
However, it was noted that CVLB Sabah now has 10 enforcement personnel which is not enough to check all the housing estates and others, Bung said.
CVLB, therefore, depends greatly on the public's cooperation to inform them or the Road Transport Department (RTD) or traffic police immediately if they spot lorries still parked along the roadsides or in housing estates.

Bung said the association also agreed, in principle, to set up a lorry driving school to train bumiputera school leavers who fail to pursue further studies.
"Through this proposed school they will learn to become professional lorry drivers who get a good income from the profession. We hope to see a situation like in the developed countries where the lorry drivers are very proud and not ashamed of their job because they are so professional and can get lucrative incomes through it," he said.
Bung said Sabah is presently still short of container lorries and drivers. "For example at the Kota Kinabalu Port presently we only issued 118 container lorry permits, which were not enough and has resulted in ordinary lorries with 'A' permits being used in the port area for transporting containers.
"This is actually against the CVLB and traffic regulations as it is a falsification of declaration document (for which one) can be charged in court and fined between RM1,000-RM1,2000 if found guilty," he said.
On the association's request for the lorry load weight limit in Sabah to be standardised to between 38 and 44 tonnes as is presently implemented in the peninsula, Bung said CVLB Sabah is still waiting for feedback from the Public Works Department (PWD) Sabah to give clarification on which roads in Sabah can support weights of over 40 tonnes and so on.
"The road condition in Sabah is different from that in the peninsula É in Sabah it is not that our road surface is not up to standard but we still have many 'kampung' roads," he said.

Malaysian Transport Operators Want Simpler Procedures
Konsortium Transnasional Berhad (KTB) executive director Tengku Hasmadi Hashim said all government procedures would need to be simplified and enforced by a single agency as practised in Thailand and Singapore.
"We (Malaysia) have too many procedures and this is a burden to transport operators, not to mention the confusion due to different sets of regulations and the extra cost that we have to bear. In Thailand, the various agencies are placed under one roof with the Thai road transport department as the sole authority," he said.
Tengku Hasmadi is part of a 40-member delegation led by Commercial Vehicle Licensing Board (CVLB) chairman Datuk Markiman Kobiran visiting Thai transport-related agencies here.
They comprise government officials, public transport operators and representatives from taxi and lorry owners' associations.Tengku Hasmadi said currently Malaysian transport operators have to deal with the Road Transport Department, CVLB, Domestic Trade and Consumer Affairs (diesel subsidy), Computerised Vehicle Examination Centre or Puspakom, Department of Environment (emission), local authorities (bus terminals), Tourism Ministry and police.
Tengku Hasmadi, whose consortium operates Transnasional, Nice, Plusliner and Cityliner buses, also suggested that Malaysia emulate Thailand's bus fare formula which is set according to fuel prices.
Furthermore, he said, it was not cheap to start or maintain the bus express business as each of the vehicle would cost between RM600,000 and RM800,000.
Echoing his views, Pan Malaysian Lorry Owners Association president Er Sui See said the Thai Government was giving lot of incentives to public transport and lorry operators to run their businesses and help protect the environment.
Citing Thailand's RTD as an example, he said it conducted free inspection for buses and lorries while another 2,000 workshops were contracted to inspect smaller vehicles like pick-up trucks.
In Malaysia, he said, Puspakom has complete monopoly over vehicle inspection and has even increased fees from July 1.
Er said the association, which has 10,000 members, also wanted the government to help bring down their operating costs by reducing road tax.
"In Thailand, a one-year road tax for lorry is only 8,400 baht (about RM900) whereas in Malaysia we're paying more than RM5,000. It's very expensive and we need to pay toll as well, not to mention the high fuel prices now," he added.-- BERNAMA

NanoTag helps trace 600 million litres of subsidised diesel
ALOR STAR: The NanoTag technology managed to trace some 600 million litres of subsidised diesel being used by unauthorised parties in the manufacturing, construction and plantation sectors.
Domestic Trade and Consumer Affairs Minister Datuk Mohd Shafie Apdal said that within nine months of using NanoTag markers, the Government saved RM400mil from the seizure of subsidised diesel.
“Now we are expanding the technology to diesel supplied to fishermen,” he said after opening the Pendang Umno meeting yesterday.
NanoTag, a liquid marker mixed with subsidised diesel, can be detected using a special identification kit.
Shafie said fishermen only have to pay RM1 for every litre of diesel, while those in Thailand have to fork out more than RM4.
“But fishermen in Thailand land more catch while some of our fishermen sell the subsidised diesel.
“No wonder our catch is much less compared with Thailand,” he added.
Shafie said that between July last year and April this year, 40 firms including two public listed companies were caught using subsidised diesel.

Jail those who overload
PUTRAJAYA: Lorry owners, drivers and factory bosses or consignors who overload should not only be fined but also jailed as an effective deterrent.
Road Transport Department director-general Datuk Ahmad Mustapha Abdul Rashid said a jail sentence was provided for under Section 19 (4) of the Road Transport Act and Commercial Vehicles Licensing Board Act .
Ahmad Mustapha said that he welcomed the proposal to use the full weight of the law to punish those who overloaded their vehicles.
The call to jail everyone responsible for overloading lorries and other vehicles was made at a special meeting on Tuesday between the department and associations representing quarry and factory owners, lorry owners and operators.
Also at the meeting were representatives from the Klang Port Authority, Bukit Aman, Commercial Vehicle Licensing Board and the Malaysian International Chamber of Commerce and Industry.
“But we have to discuss the matter with the Transport Ministry, Attorney-General and other relevant bodies before pressing for a jail sentence,” he told reporters after the meeting.
Ahmad Mustapha also said that everyone present at the meeting agreed that the measure would be a good deterrent.
The Selangor and Kuala Lumpur Lorry Operators Association secretary-general Alvin Choong, who was at the meeting, claimed that 80% of all lorry operators, owners and drivers and consignors were guilty of overloading.
“The problem is serious. Some lorries were overloaded by 300% and this can pose a serious safety threat to other road users,” he said.
Choong said that the problem could be resolved overnight if prosecutors pressed for a jail sentence.

沙羅厘總會與交長交通局對話後 多年面對問題獲解決
沙巴羅厘總會長蔡培明昨晚舉行新聞發佈會表示,該會在對話會上將本州羅厘業者所面對之問題及心聲向拿督陳廣才反映後,多項問題包括超重之問題獲得了解決。
他說,拿督陳廣才同意東西馬羅厘的載重量統一之後,本州羅厘超重問題已基本上獲得解決。
至於其他一些問題,拿督陳廣才表示,他回去西馬將與工程部長拿督三美商討後希望能一次過獲得解決。
拿督陳廣才亦指示陸路交通局官員每一次與他們對話都必須白紙黑字紀錄在案,作為雙方同意之文件,以防阻新官員上任又有不同之政策出現。
拿督陳廣才並表示,他在六個月後會再來沙巴,以確保有關之政策能真正落實,以及提升該局官員之素質及服務表現。
該會真誠地感謝拿督陳廣才與他們舉行對話,並協助本州羅厘業者解決了他們之問題。
沙巴羅厘總會於今年三月十二日批准註冊成立,集合本州羅厘業者之力量,以維持及爭取業者之利益。
蔡培明亦推動籌組東馬羅厘總會,並已成立一個籌委會,由他擔任籌委會主席,並已向社團註冊局申請註冊。
Plan to increase maximum load weight for lorries in Sabah

22 May, 2007 Kota Kinabalu: The Road Transport Department (RTD) will discuss with the Public Works Department (PWD) the proposal to increase the maximum load weight for lorries in Sabah, which is presently relatively lower than in Peninsular Malaysia.
Transport Minister Datuk Seri Chan Kong Choy said the BDM (Berat Dengan Muatan) or allowed weight for four-axled lorries and load in Sabah was only 38 metric tonnes whereas it was between 44 and 51 metric tonnes in the peninsula.
Speaking to reporters after a more than one-hour dialogue with the federation of lorry transportation associations for West Coast and Sandakan as well as Sabah taxi association at the State RTD headquarters in Jalan Bundusan, near here Monday, he said this was among the issues brought to his attention.
The transporters had appealed for the BDM of four-axled lorries in Sabah to be increased, currently regulated under 1989 Road Weight Limit Order, said Chan.
He added that he had directed the RTD to set up a meeting with the PWD since the matter was under its purview and to be also attended by the Commercial Vehicle Licensing Board (CVLB) officials as soon as possible.
He said Sabah is currently undergoing rapid development and so there was a need to increase the BDM limit to allow transportation of heavier machines among others. For the time being, Chan said consideration would be given on a case-to-case basis for the lorry transporters to carry heavier loads.
On another note, he said his Ministry is submitting an application for funds from the treasury to purchase portable weighing machines to improve the RTD enforcement and service in Sabah.
Presently, RTD has five weighing stations in the State but Chan said it was insufficient to cater for a big state like Sabah and that this had been causing inconvenience to owners of commercial vehicle.
He hoped the machines can be purchased and commissioned for use in Sabah by end of this year. At the same time, the Ministry is considering building more weighing stations to address problems that have been hindering the RTD enforcement in the State.
Chan who is also MCA Deputy President also directed the Sabah RTD and for this matter the whole RTD in the country to improve their delivery system by taking proactive measures in line with the commitment of the government to provide the best service to the people.
"When dealing with the public, RTD officers must ensure that they comply with the Clients' Charter ... if it is stated that the time to process is 24 hours then do it within 24 hours," he said, adding he would be monitoring this personally.
Chan in thanking Assistant Minister to the Chief Minister Datuk Edward Khoo for taking the initiative to organise the dialogue said he hoped to come again in six months for a similar dialogue.

To seek for diesel subsidy quota to 4 times i.e. 1800Litres x 4 = 7,200 litres and 2,160litres x 4 = 8,640 litres per month;
To allocate the same diesel subsidy of that provided to fishing boat i.e. at RM1.00/litre fixed price of diesel;
To allow the Association to play the role of distribution of subsidised diesel to genuine transporters and regulate them to avoid further abuse;
To include articulated vehicle to the subsidised diesel category as that of prime mover. Since they are the same type of vehicle but defer by name only and similarly cargo truck should accord the same status as cargo AM;
The diesel subsidy applications took longer time to approve and at times the applicants do not know the status of approval. They have to resubmit applications again. Suggest that KPDN to give a reference number and state the time frame for the approval;
Objection to the Puspakom increase of inspection fee on 1st August 2007; and
Sulphur content of diesel and its quality.

RE : DIESEL SUBSIDY
With reference to the previous meeting between KPDN and East Malaysia Lorry Associations on the above-mentioned diesel subsidy on 27th March, 2006 at Putra Jaya, it has been more than a year since KPDN implemented the diesel subsidy of 15 sen/ litre for general, non-industrial and non- agricultural cargo lorries. The majority of the Association’s members felt that they have been neglected in all aspects by the Ministry of Domestic Trade and Consumer Affairs (Kementerian Perdagangan Dalam Negeri Dan Hal Ehwal Pengguna Malaysia), in dealing with the subsidy issue. Transportation sector in East Malaysia plays a very important role in the development of agricultural, infrastructures, tourism etc. Therefore diesel is very essential and it directly impacts on the development of the sectors mentioned above.
Some of the Association’s members have received letters of approval for the monthly diesel subsidy of 1,800 litres and 2,160 litres for general cargo truck and prime-mover respectively. The quantity of subsidy provided above, constitute only 20-25% of the actual monthly consumption of these lorries. The roads and terrains situation in Peninsular Malaysia are very different from the ones in East Malaysia, where the later is very hilly, mountainous and rough terrain roads and consumption of diesel are amongst the highest in the country. Sighting the comparison of the usage of diesel per litre basis between :
Peninsular Malaysia 2.0km to 2.5km; and
East Malaysia 0.9km to 1.0km
For another comparison, it is very apparent that the use of tubeless Bridgestone tyre in Peninsular Malaysia can cover 120,000km and whereas in East Malaysia it can only cover 60,000km. This is due to the different geographical conditions between Peninsular and East Malaysia.
The diesel subsidy eligible for general cargo such as Isuzu Cargo Light Truck (2-3 tonner) with BDM between 2,500 - 3,000kg and 70 - 80 hp is given 1,800 litres per month and similarly big general cargo truck (8-10 tonner) with BDM of 21,000kg and 320 - 360hp is only allocated 1,800 litres per month and it is relatively not sufficient.
On the other category of vehicle such as prime-mover V10 with BDM 36,000 – 38,000kg and engine capacity of 350 – 420hp is only allocated diesel subsidy of 2,160 litres per month and the 20,000 – 30,000 litres per month of diesel subsidy provided to the fishing boat with engine capacity of 350-500hp, in comparison between the two, prime-mover’s subsidy is relatively small.
In the approved 21 types of vehicles eligible for diesel subsidy, there are 2 types of vehicles which were omitted i.e. dump truck and oil tanker truck. The dump trucks with permit “A” are majority used for loading of bulk palm kernel expeller, fertilizer, maize and agricultural produce; transporting from ports to storage depots and vise-versa for import and export purposes. Besides this, the use of oil tanker trucks is to transport diesel/fuel oil to IPP power stations and also to petrol stations. In view the above, dump truck should be included in the general cargo category and oil tanker truck in water tanker truck category of subsidy.
It is a general view of the Association's members that subsidy covers only limited types of trucks, and the majority of East Malaysia consists of palm oil and chemical tankers, diesel/petrol tankers, low loaders, cargo trucks, dump trucks and prime-movers and the subsidy does not benefit much to East Malaysia.
The Association hopes that the Ministry would sympathize with Sabah and Sarawak states which are still developing and unavoidable the high usage of diesel for transportation and appeal to the Ministry to play a balancing role and the Association recommends that :
to increase the diesel subsidy quota to 4 times of the existing quota i.e. 1,800 litres x 4 = 7,200 litres and 2160 litres x 4 = 8,640 litres per month;
the Association appreciate the subsidy of RM0.15 per litre provided by the Ministry to the transporters, but felt that the Ministry should dully consider allocating to transporters the same amount of subsidy as provided to fishing boats; and
the abuse of subsidized diesel is no longer a major problem since KPDN has implemented the DNA identification to subsidized diesel. The Ministry would allow the Association to play the role in the distribution of subsidized diesel to genuine transporters and regulate them to avoid further abuse of subsidized diesel.
The Association would like to call on you and further discuss the above-mentioned diesel subsidy in June 2007 if it is permissible.

驗車公司大幅提高收費 沙羅厘總會表強烈反對
沙巴羅厘總會會長蔡培明在一項新聞發佈會上表示,該會認為PUSPAKOM調高收費是不合理及不能令業者信服。
他說,該驗車公司並無提升驗車之設備,而該公司目前之設備並無法測驗ABS煞車系統,沒有測驗ABS煞車系統之先進儀器來測驗。
他指出,驗車在未私營化之前每輛收費是十令吉,在私營化之後調高至四十令吉,現在又再增加十五令吉,增加收費達卅巴仙,若第一次驗車不過關,第二次驗車又要再多加十令吉,使到業者不堪負荷。
他指出,目前全國總共有約一百萬輛羅厘,每輛羅厘驗車增加十五令吉收費,無形中,該公司一年便增加三千萬令吉之收費,該會希望驗車公司能公佈該公司之運作成本,以讓業者信服。
他強調稱,羅厘業者面對柴油起價,輪胎起價,但羅厘運輸費不起價令業者已喘不過氣,如今驗車費又要加價,令羅厘業者更不堪負荷,希望政府能體恤他們之困難,因而該會促請政府批准最少超過一間驗車公司提供驗車服務,並希望政府能認真看待此事。
其他在場者包括該會副主席兼西海岸羅厘公會主席李永生,秘書長賀士華,以及西海岸羅厘公會副主席符福成及財政陳漢文。
沙羅厘總會下月五日與商用車執照局對話
他要感謝亞庇巾長拿督依利雅士及拿督丘克海助理部長的協助,以達致羅厘公會的需要。
他說,在山打根方面,山打根市議會已為羅厘公會提供十英畝地段,作為闢建羅厘泊車場用途。有關羅厘泊車場填土工程已完成四十巴仙。同樣,羅厘公會也在斗湖覓找地段,闢建羅厘泊車場,工程開銷及地價將由羅厘公會支付。
李永生又說,在上述羅厘泊車場尚未完成期間,羅厘公會將與商業車輛執照局對話,尋求深一層了解,解決羅厘泊車問題。羅厘公會代表希望圶七月五日與商用車輛執照局對話,解決羅厘公會會員所面對的難題。
Lorry Associations want Puspakom to explain hefty fee increase
Its Chairman Steven Chua Pui Ming expressing surprise and objection to the amount, urged Puspakom to allow the public to review its latest audited account so as to convince consumers, who would inevitably be on the receiving end of higher cost goods, that such increase was necessary.
"Prior to privatization, the compulsory biannual inspection was only RM10 but since Puspakom took over, the fee has been upped 5.5 times more. This has given the public an impression that Puspakom is reaping a huge profit from the deal.
He said the increase is unjustifiable for the following reasons:
- The present system is not equipped to carry out tests on the ABS braking system and there is no major upgrade and improvement to the testing equipment whereas vehicles including for commercial use have now become sophisticated;
- The existing initial inspection fee ranges from RM40 to RM60- the increase by RM15 amounts to more than 30 per cent. The subsequent inspection range from RM15 to RM30, which is an increase by RM10, exceeding 60 per cent.
Puspakom shall profit from the increase by more than RM30 million per annum based on one million commercial vehicles in the country.
The Association would like to know the percentage of utilities and manpower in the total operating cost; and
- Commercial vehicle operators have already been pinched by the cost of high fuel, spare parts and tyres and needless to say, will now be further burdened.
He said the Transport Ministry should consider allowing at least two more concessionaires to operate the service.
Press Release on Lorry Parking Problem
The deputy chairman, Mr. Lee Yun Sang, of Federation of Sabah Lorry Transportation Associations welcomes YB Datuk Bong Mokhtar Bin Radin's intention to meet the lorry associations to resolve problem of lorry owners whose drivers park their vehicles indiscriminately.
Earlier in May this year, the association has officially requested YB Datuk to a dialogue to brief on the status of lorry parking throughout the State. The lorry parking problem has been in existence for past years and the association was working endlessly to seek allocation of land from DBKK to construct lorry parking station in KK. Finally DBKK agrees to allocate 4 acres of land at Kolombong to the association for this purpose. Construction of lorry parking station shall commence upon signing of an agreement between DBKK and the association. Mr. Lee Yun Sang expresses his gratitude to Datuk Mayor and YB Datuk Edward Khoo for their kind assistance to the needs of the association.
Whilst in Sandakan, MPS has provided the association 10 acres of land for the development of lorry parking station. Land reclamation work is about 40% completed. Similarly the association shall seek suitable land from town board of Tawau for the same purpose. All construction cost and land leases are solely borne by the association.
In the interim period before the completion of the lorry parking stations, the association seek the understanding of Commercial Vehicle Licensing Board (CVLB) not to react aggressively over the lorry parking problem. The association would like to meet up with CVLB on the 5th of July, 2007 to resolve issues confronting the members of the association.
First Council Meeting of Association
The nominated candidates for the council members were from Persatuan Pengangkutan Lori Pantai Berat Sabah, Persatuan Lori-Lori Pengangkutan Sandakan and Persatuan Pemandu dan Pemilik Lori Daerah Tawau. The newly elected council members consist of Chairman, Steven Chua Pui Ming; Deputy Chairman, Lee Yun Sang; Vice Chairman, Yong Loong Vun; Secretary, Adrian Ho Su Fah; Assistant Secretary, David Chin; and Treasurer, Lu Thien Sheng.
The Registrar of Society approved the formation of the Association in March this year. The main objectives of the Association amongst others are to promote and strengthen the relations between members, the Government, Statutory bodies and other trade organisations; and to assist members in solving legal and technical problems and other matters affecting the lorry transportation trade.
The newly elected chairman, Steven Chua, extended his appreciation to Persatuan Pemandu dan Pemilik Lori Daerah Tawau for hosting this historical event in the new chapter of transportation trade. The chairman emphasized that there are many long outstanding issues confronting the members and awaiting resolutions from the Government and its relevant departments. The main issues are (i) the restriction of Berat Dengan Muatan (BDM) or Gross Vehicle Weight to a maximum of 38,000kg in East Malaysia and whereas the maximum BDM of Peninsular Malaysia is 51,000kg. (ii) allocation of more lorry parking spaces and stop-overs at every reasonable distance intervals between various towns and city. (iii) to increase the diesel subsidy in view of the different geographical conditions from that of Peninsular Malaysia. (iv) to protect the interest and the existence of the medium and small transporters which are facing threats from non-Sabah big corporations' such as rate manipulations and cartel.
