蔡培明滿意與陸路交通局座談結果希望有助解決羅厘業者問題【本報山打根十四日訊】沙巴羅厘總會會長史迪芬蔡培明希望隨着昨午與陸路交通局總監拿督蘇里亞的座談後,將有助解決州內羅厘業者今後面對的問題,包括該局官員動輒向犯輕微過失業者發交通傳票等。蔡氏今午在六哩金樂園酒店與陸路交通局舉行座談後向報界如是指出,在場的尚有山打根羅厘營業運輸公會署理主席盧天成,顧問李永生,西海岸羅厘公會主席史迪芬符福勝,根分會理事羅拔張及李子華等。適用車輛牌照局官員亦同時出席有關座談,有關座談亦是隨着該會日前與交長拿督翁詩傑的交流後作出的。亦為山打根羅厘營業運輸公會主席的蔡培明對座談感滿意並以“豐收”來形容對話的結果。他說,一般羅厘業者所面對的問題皆獲得解決,而拿督蘇里亞總監亦答允今後動輒向犯輕微錯誤業者發交通傳票的事件將不再發生並予違例業者時間去糾正。蔡氏表示,該會將向陸路交通局要求將超載數額由五巴仙增至十巴仙,以示公平對待本地業者。另一方面,蔡培明會長說,沙巴羅厘總會不認同沙巴工務局副總監約翰安東尼在報章的談話,聯邦道路載重量準則二零零三,分西馬用LIST 1,東馬用LIST 2,載重量沙巴及砂拉越比西馬少六噸,沙巴卅八噸,西馬四十四噸。(最近聽說會增加多廿巴仙給西馬運輸業,如果是這樣沙巴比西馬的載重量不再是少六噸而會是十四至十五噸分別了。)他說,我們所知道的現時重型車輪神手PC 350或EX 410全重量是四十噸,包括車輪載重量是六十噸。另外,四十尺集裝箱國際批准重量是四十七噸,每個月有一萬三千至一萬五千個從亞庇,山打根,斗湖碼頭載送到全沙巴各地,經七十年代載到現在,如果工務局有查陸路交通局的罰單,法庭的罰款記錄,每每都是五十至六十噸的超載,不見有橋樑塌下來?(不包括臨時橋樑)他表示,該會從二零零三年已寫信給工務局足足等了六年時間,今天工務局才說有廿三條要修,一年修一條,我們豈不是還要再等多廿三年?這證明沙巴工務局無能,沒有先知先覺,而是不知不覺。那該局應該解散將管理權交回給聯邦工務局,基本設施部門也該關掉,如果在兩個星期內沒答覆將會寫信給首席部長及正副首相要求他們關注及收回沙巴工務局,基本設施部長應該負起全責。蔡氏說,我們不反對中央撥款修橋樑,但不要找藉口將“劃一全國車輪重量”拿來當要求中央撥款的籌碼,要知道運輸業已陷入水深火熱的處境。他說,沙巴羅厘總會並通過 支持交通部長拿督翁詩傑統一執法部門,支持成立委員會監督陸路交通局,驗車公司及各部門。

JPJ to go easy on minor offenders from transport sector

Sandakan: The Road Transport Department (RTD) will be lenient with minor traffic offenders from the transportation sector.
Federation of Sabah Lorry Transportation Association (FSLTA) President, Steven Chua Pui Ming, disclosed this following a dialogue with RTD Director-General Datuk Solah on Monday.
Describing the meeting at a hotel here as fruitful, Chua said minor traffic offenders from the transportation sector would be given a grace period to rectify their shortcomings.
Prior to this, FSLTA had a meeting with Transport Minister Datuk Ong Tee Keat who was told about the predicament faced by lorry drivers in the State.
"This will help lessen the burden of our members especially on the hefty traffic summonses," Chua said, adding FSLTA will push for an equal right on the Vehicle Gross Weight (BDM).

【本報山打根六日訊】交通部長拿督翁詩傑表示,當局刻在調查搭客的需求,為開闢山打根與新加坡直透班機服務鋪路。翁氏今午在山打根中華商會禮堂召開新聞發佈會上如是披露,在場的有陸路交通局與商用車輛牌照局官員。部長亦與在場的中華商會理事,會員與運輸業者司機舉行座談,俾對他們面對JPJ(陸路交通局)與LPKP(商用車輛牌照局)在發交通傳票及檢舉違例司機上所持的雙重標準,有所交代。部長說,在此之前,其已批准亞庇新加坡,古晉新加坡及美里新加坡的直航班機服務,而當局亦對有關航線的需求作出調查,此舉亦意味政府在致力提升沙巴經濟上作出的努力及關注。提及上述JPJ與LPKP在檢舉違例事件時所持的雙重標準時,部長表示他將指示驗車公司與JPJ收集有關來自公眾的投訴,以便作出對策。他希望每件被提出的事件與問題將以更簡易和快速的行動加以解決。部長保證本州每個地區所涉及與其部門有關的問題將會受到關注,包括今後將會與地方團體舉辦更多的座談會,以便共同解決面對的難題。一些羅厘業者當天向部長出示他們被JPJ及LPKP發出的交通傳票。

沙橋樑主要公路「老化」問題一旦獲解決州工務局將提劃一全國車輛載量獻議
2008-10-11 Oversea Chinese Daily【亞庇十日訊】一旦完成對本州的橋樑和主要公路之研究工作及獲得撥款提升後,州工務局將提出劃一全國車輛重量限制的獻議。該局副總監約翰安東尼今日透露,在最近展開對州內橋樑和道路測試的研究中,發現至少有廿三條橋樑需立即被更換,約需耗資二億五百萬令吉。「我們目前正更換其中三條橋樑(位於加拉文星、擔波羅里和拿篤),另外廿條橋樑正等待撥款。」與此同時,他表示,屬於聯邦公路的州內主要大道亦同樣面對逾數十年「老化」的問題,以致無法承擔超過三十八噸的車輛總重量。他說:「西馬半島的主要大道與本州的有別,該處的許多道路都是新建成,所以有足夠的力度承擔四十四噸的車輛總重量。」他說,根據一九八七年公路運輸條例對聯邦道路的重量限制,在西馬半島針對六輪軸的重量限制為四十四噸,而本州的重量限制則為三十八噸。不過,他指出,該局已鑑定需提昇的有關道路,並會提呈報告。「我們在完成有關的研究工作後,將會申請撥款予以提昇,同時也將獻議基本設施部長劃一全國的車輛重量限制。」安東尼在州工務局大廈召開的記者會上,回應沙巴運輸業者公會要求劃一全國車輛重量限制的問題時,這麼表示。無論如何,他告知,在上月廿四日與該公會舉行的對話會中,該局聯同大馬工務局與陸路交通局的高級官員已告訴運輸業者們有關上述的問題。「我們已做出解釋,相信他們會明白,如果不進行上述研究工作,我們將面對橋樑倒塌和道路損壞的高度風險。」雖然面對上述阻礙,但他表示,該局可考慮給予特別准證以改裝輪軸,俾讓業者可運輸特別器材和材料,尤其是需運輸超過三十八噸的工業和建築材料,避免本州的道路受到破壞。

Kota Kinabalu: The Federation of Sabah Lorry Transportation Associations is calling on Chief Minister Datuk Seri Musa Aman to help resolve the BDM (gross vehicle weight) mismatch between lorries operating in Sabah and Peninsular Malaysia.
Its President, Steven Chua Pui Ming, said this is important because the problem, which has been lingering since five years ago, is slowly killing off one by one those involved in the business.
He said about 20 per cent of their members are already out of the business as they can no longer withstand the impact, while another 30 to 40 per cent may soon meet a similar fate.
Chua said they had asked Deputy Chief Minister-cum-Infrastructure Minister Datuk Raymond Tan to assist them but it appeared like "he (Tan) is hopeless in this matter."
"We have asked Raymond to pursue or do something about this but nothing until now. He (Tan) even closed his door on our West Coast Lorry Transportation Association which had thrice tried to approach him but to no avail.
"So we are now placing our hope on the Chief Minister to help us," he told a press conference Wednesday.
It was held by the federation to voice their dissatisfaction on the dialogue they had with representatives from the Federal and State Public Works Department (PWD), Road Transport Department (RTD) Sabah, Transport Ministry and the police at the State RTD Headquarters in Bundusan near here earlier in the day.
The problem arose after the government gazetted the Weight Restriction Order in 2003 and downgraded the BDM of lorries (double axle trailer) in Sabah and Sarawak to 34,000kg from 36,000kg, while the BDM of lorries in the penin-sular was upgraded to 40,000kg for no apparent reason.
The Federation had objected to the differential in BDM and appealed to the Prime Minister, Transport Minister and various government departments to make it similar with the one for the peninsula.
Calling it a double standard, Chua reasoned that this is because everything from the amount of road tax up to the penalty and summons amounts are the same in East Malaysia and the peninsula.
Citing an example he said their members are sometimes taken action against by the enforcement authority for carrying loads exceeding the permissible BDM which would not be the case if in the peninsula.
"Why can't we have the same BDM when we are living in one nation and everything else is the sameÉwe heard the BDM in the peninsula, which is now already upgraded again to 44,000kg, would be upgraded again by another 20 per cent soon, while we still have the same old problem," he said.
Chua said their members were also not happy that there is a Sarawak-based transportation com-pany which operates a fleet of lorries registered in Sabah which had been given "special privilege" by the government to carry loads beyond the BDM fixed for the State, just because it involves a government project.
"Why this double standard? This company's lorries are travelling the same roads as we are but its lorries are allowed to carry up to 55,000kg because it is a 'special case' and this special case happens to be a government project.
"Some of us also involved in government projects are not given such special treatment," said Chua.
Wednesday's dialogue followed a directive from Transport Minister Datuk Ong Tee Keat in response to the request made by the Federation during his visit here recently.
Chua, however, said the dialogue was a failure, as there was no positive result. He said PWD officials responded to the upgrade of BDM by saying they have to form a committee, in which they asked the federation members to participate, to do a study on the existing bridges throughout Sabah to decide whether these bridges require strengthening.
"We do not concur with the PWD as the issue of BDM has been outstanding since 2003. It has been five years already and all the others such as the Transport Ministry and other relevant authorities have already agreed that the upgrading of BDM in Sabah is necessary."
Chua said it is also important to solve the problem fast with the imminent BIMP-EAGA free growth area where it would become a problem or a great shame in terms of transportation of goods because Indonesia, Brunei and Philippines have higher BDMs for lorries.
"Just think what will happen to those lorries carrying goods or products way above the permissible BDM in Sabah and Sarawak when they come into the State you cannot stop them because it would be a free trade area, while we in Sabah can only bring out to these countries good loads according to the same low BDM," he said.
Sabah and Sarawak are probably the only places having the lowest BDM in the world, he said, questioning if the delay or refusal to upgrade the present BDM show the Federal and State roads in both states are of not up-to-mark in terms of quality.
Sabah West Coast Lorry Transport Association Chairman, Steven Foo, and other committee members were also present.

就羅厘運載量面對問題對話沙工務局推搪塞責羅厘總會矢續力爭

【亞庇廿四日訊】沙巴羅厘總會會長蔡培明,沙巴西海岸羅厘運輸公會主席符福成及執委今天與沙巴工務局副總監約翰安東尼及聯邦基本設施官員朱拉末哈芝蘇菲阿就沙巴羅厘運載量所面對之問題舉行對話會,會議依然沒有達致成果。該局以諸多藉口推卸責任。沙巴羅厘總會長蔡培明會後向傳媒表示,該會在對話會上也向沙巴工務局提呈一份備忘錄,希望能統一全國羅厘之載重量。他說,該會是透過多種管道向沙巴工務局及聯邦交通部等方面反映沙巴羅厘運輸同業所面對之羅厘載重量,受到不公平之對待。他指出,西馬半島的羅厘最大載重量為三十六噸,而沙巴羅厘最大載重量為三十四噸,這樣雙重標準,對沙巴羅厘同業非常不公平,該會將會力爭到底。他表示,該會是於日前向聯邦交通部長拿督翁詩傑反映沙巴羅厘載重量之問題後,在翁詩傑的關懷下,即安排工務局官員於今天與該會代表舉行對話會,警方及沙巴陸路交通局亦派出代表出席。他說,該局之官員向他們表示,聯邦公路分為二種等級,一級及二級公路,不過二級公路亦可提升爲一級公路,而該會責問該局官員,沙巴是否全部都是二級公路,而沙巴人是否為二等公民而受到二級的對待,該局並沒有給予答覆。該會認為如果沙巴工務局不能提升沙巴公路橋樑工程,不如交由聯邦接管,尤其是東協國家已經同意於二〇〇九年開放東協東部成長區的邊界,屆時印尼及汶萊等國的羅厘將直接開來沙巴,而印尼的羅厘是沒有載重量及限制。此外,據該會所獲得的消息,在不久之將來,西馬半島的羅厘又再增加廿巴仙載重量,而沙巴的羅厘同業不知何去何從!蔡培明指出,沙巴羅厘業者目前面對很大之衝擊,多數同業已陷入水深火熱之中,約有卅巴仙羅厘業者已經停止羅厘這行業。他說,該會曾多次要求本州副首席部長兼基本設施部長拿督陳樹傑舉行對話會,但是一直都沒有反應。他們希望部長能體恤沙巴羅厘同業之困境,協助沙巴羅厘同業解決他們所面對之載重量之問題。該會署理主席李永生、秘書長賀仕華、陳漢文、蘇志平亦出席對話會。
【亞庇廿四日訊】沙巴羅厘總會會長蔡培明,沙巴西海岸羅厘運輸公會主席符福成及執委今天與沙巴工務局副總監約翰安東尼及聯邦基本設施官員朱拉末哈芝蘇菲阿就沙巴羅厘運載量所面對之問題舉行對話會,會議依然沒有達致成果。該局以諸多藉口推卸責任。沙巴羅厘總會長蔡培明會後向傳媒表示,該會在對話會上也向沙巴工務局提呈一份備忘錄,希望能統一全國羅厘之載重量。他說,該會是透過多種管道向沙巴工務局及聯邦交通部等方面反映沙巴羅厘運輸同業所面對之羅厘載重量,受到不公平之對待。他指出,西馬半島的羅厘最大載重量為三十六噸,而沙巴羅厘最大載重量為三十四噸,這樣雙重標準,對沙巴羅厘同業非常不公平,該會將會力爭到底。他表示,該會是於日前向聯邦交通部長拿督翁詩傑反映沙巴羅厘載重量之問題後,在翁詩傑的關懷下,即安排工務局官員於今天與該會代表舉行對話會,警方及沙巴陸路交通局亦派出代表出席。他說,該局之官員向他們表示,聯邦公路分為二種等級,一級及二級公路,不過二級公路亦可提升爲一級公路,而該會責問該局官員,沙巴是否全部都是二級公路,而沙巴人是否為二等公民而受到二級的對待,該局並沒有給予答覆。該會認為如果沙巴工務局不能提升沙巴公路橋樑工程,不如交由聯邦接管,尤其是東協國家已經同意於二〇〇九年開放東協東部成長區的邊界,屆時印尼及汶萊等國的羅厘將直接開來沙巴,而印尼的羅厘是沒有載重量及限制。此外,據該會所獲得的消息,在不久之將來,西馬半島的羅厘又再增加廿巴仙載重量,而沙巴的羅厘同業不知何去何從!蔡培明指出,沙巴羅厘業者目前面對很大之衝擊,多數同業已陷入水深火熱之中,約有卅巴仙羅厘業者已經停止羅厘這行業。他說,該會曾多次要求本州副首席部長兼基本設施部長拿督陳樹傑舉行對話會,但是一直都沒有反應。他們希望部長能體恤沙巴羅厘同業之困境,協助沙巴羅厘同業解決他們所面對之載重量之問題。該會署理主席李永生、秘書長賀仕華、陳漢文、蘇志平亦出席對話會。

Kota Kinabalu: The Cabotage Policy that is blamed by many as the cause for the difference in goods prices between East Malaysia and Peninsular Malaysia will be liberalised progressively, said Transport Minister Datuk Seri Ong Tee Keat.
"We (Ministry of Transport) are re-visiting and reviewing the existing Cabotage policy and at the same time looking at the proposal from the Malaysian Logistics Council as well as input from the State Government," he said.
"We are in the midst of liberalising the policy, not at one go but progressively," he said when asked to elaborate on his speech after witnessing the swearing-in of the Federation of Chinese Associations Sabah (FCAS) committee for the 2008-2010 term at Kian Kok Middle School here, Friday.
Nonetheless, Ong reminded logistic players and the public that the Cabotage policy is not the sole factor for the price differences. "Naturally it is only one of the factors because others like freight charges and inland transportation also play a role," he said.
The Cabotage policy issue was raised in previous Parliament sittings by Sabah MPs who had called for it to be revised so that goods in Sabah could be cheaper.
Meanwhile, the Minister said new air routes were being established involving East Malaysian cities including Kota Kinabalu, which are expected to be operational by end of this year.
According to him, studies have been made following the Asean Route Map Liberalisation of Aviation that is expected to be endorsed this October at the Asean Transport Ministers Meeting.
The first step would involve the capital cities in Asean, adding it must be noted that not all the cities are ready for it, though. "So far, only Malaysia, Singapore, Brunei and Thailand appeared to be ready."
It would also involve low cost carriers but he declined to name them just yet. On another note, Ong said a body akin to the Hospital Board of Visitors might be set up by end of this year to facilitate people lodging reports against the Road Transport Department (RTD) and Puspakom.
"I have been receiving public complaints on the services of Puspakom and counter services of RTD and have been keeping an eye on this," he said, adding that besides receiving information through emails, text messages and the Ministry's portal "pandu cermat", he was also in contact with NGOs.
Referring to the dialogue organised by FCAS after the installation lunch, he said such dialogues with NGOs are like a "proactive outreach" to him.
"If deemed fit, hopefully by end of this year we will set up the board nationwide because people as taxpayers should also have a say in the context of the RTD and Puspakom services," he said.
To a question, he said reports from the public need not be confined to corruption but could be on anything.
Earlier, Ong witnessed Datuk Sari Nuar who was returned as FCAS President and other committee members taking their oath of office.
Sari in his speech reiterated FCAS' stand on the illegal foreign workers and also suggested that the Government seriously look into allowing the employers to settle the high levy on foreign workers in instalments.
He said that by breaking the payment into instalments like for 12 months it would be able to reduce the burden of employers who are presently required to pay nearly RM2,000 for each foreign worker.

Lorry men seek nod for greater load
Daily Express 23/07/08 Kota Kinabalu: The Sabah West Coast Lorry Transportation Association is appealing to the State Government to expedite the elevation of the Gross Vehicle Weight (BDM) limit in Sabah.
According to its President Steven Foo, the implementation is actually long overdue, as the Federal Government has already given the approval to allow the BDM now being enforced in the peninsula under the Weight Restriction Order 2003 to be extended to Sabah.
"The Works Ministry gave the nod for the standardisation a few years ago.
The Prime Minister has also urged for its prompt implementation. It is now up to the State Government to proceed with the move. We really hope the State Government will heed our plea," he said.
Presently Sabah is only allowed a maximum BDM of 38,000kg whilst lorries in the peninsula can transport a load up to 53,000kg.
"Our members here can be considered running foul of the law by overloading their lorries. But they have no choice. It's a matter of survival to meet the fuel hike and other running costs."
He said once the BDM for Sabah is elevated, such overloading would definitely reduce. "We will also be able to adjust our price and thus save costs for everybody," he said.
He also disclosed that the Association would be celebrating its 11th anniversary on Sept 1, to be held at the Putera Ballroom in Bukit Padang.
"We will be inviting the Chairmen of the Sarawak and Peninsular Malaysia Lorry Transportation Associations for the event and the guest of honour would be Assistant Minister in the Chief Minister's Department Datuk Edward Khoo."

Focus on Transport Sector : Noor

Kota Kinabalu: The Prime Minister has issued a directive to the relevant Ministries to look into expanding the coverage or increasing the quota for transportation companies to buy subsidised fuel, said Second Finance Minister Tan Sri Mohamed Nor Yakcop.
He assured that the Government was focusing on the transportation sector following the recent fuel price hike.
He was asked to comment on grouses by transportation companies that not all of their vehicles are eligible to use the fleet card to purchase fuel at subsidised prices with some companies complaining only 30 to 40 per cent of their vehicles actually qualify.
Speaking after representing Deputy Prime Minister Datuk Seri Najib Tun Razak at the launching of the Second International CEOs Conference (ICC2008) at Magellan Sutera here Monday, he said the rural transportation sector would be getting a big chunk in the Federal 2009 Budget.
Mohamed Nor said the Government was giving special attention to bringing development in terms of basic infrastructures and schools in rural areas like in Sabah and Sarawak.
"But, in order to achieve the aspiration of the Prime Minister (and) he has mentioned this several times that he does not want to see any abject poor incidence after year 2010," he said.
The goal, according Mohamed Nor was being tackled by building better roads in rural areas as well as urban areas where traffic jams are causing manpower losses.
To a question, he said the RM4.4 billion saved from the fuel subsidy cut was not the only money that could be used to improve the public transportation sector.
"It is only one of the ways É but for transportation we are taking it out from the Consolidated Fund. The RM4.4 billion is not that much really, we have about RM147 billion revenue annually and we are using this," he said.
"We have the political will at this moment É because the price of fuel has increased so the transportation sector is priority," he said.
Meanwhile, Chief Minister Datuk Seri Musa Haji Aman in his welcoming speech said the ICC2008 followed the success of the inaugural conference in March 2005.
"I am pleased to share with you that the First International CEOs Conference three years ago had paved the way for several major investments in Sabah," said Musa who is also the organising chairman of ICC2008.
During the course of the conference, themed "Managing Sustainable Growth and Competitiveness in the Globalised Era", he was confident that the delegates would ponder and debate on how competition serves as the driving force of economic growth.
"Carefully designed policies on de-regulation, privatisation and trade liberalisation are important ingredients in enhancing competition," said Musa who is also State Finance Minister.
He said in order to ensure successful implementation initiatives aimed at improving competitiveness, there is a need to provide the appropriate incentives, adequate infrastructure and clear regulations in ensuring that competition would lead to efficiency and stimulate innovation.
The government on its part, he assured would continue to be business-friendly and responsive in dealing with the private sector and would keep on finding ways to create a conducive economic climate for businesses to flourish in Sabah.
"We also realise the importance of infrastructure as a tool to encourage competitiveness and growth," he said, reiterating that the State government through the Sabah Development Corridor (SDC) had set a priority in ensuring sustainable development through environmental conservation.

Lorrymen hike rates 45pc

Sandakan: The Federation of Sabah Lorry Transportation Associations (FSLTA) decided Friday to increase transportation rates by 45 per cent with immediate effect.
Its President Steven Chua Pui Ming told a press conference that if there was any further increase in the diesel price, the FSLTA would determine the rates to avoid business closure due to operational losses.
"We are alarmed by the Government's move to hike the price of diesel by RM1 to RM2.584 per litre on June 5. This is the biggest increase in fuel prices ever in the history of Malaysia."
According to him, vague guidelines on the fleet card fuel subsidy by the Domestic Trade and Consumer Affairs Ministry reflected the inability of the Government to resolve the issue.
The subsidy is restricted to certain types of vehicles such as containers, haulage for electronic products, rice and food produce among others.
"Sabah is in the process of infrastructure development. A large number of trucks and heavy machinery is required to transport steel bars, cement, sand and stones from ports/plants to construction sites throughout Sabah.
"Similarly development of huge oil palm plantations and existing estates require fertilisers, machinery, diesel, etc, and the above developments rely on large amounts of diesel to operate.
"Sabah is an oil and gas producing State and the palm oil industry is also benefiting the Government in terms of huge tax collection.
"But it is not apparent that the subsidy can benefit Sabah. Only a small sector of transportation operators of consumer products are benefiting from the subsidy and limited to 1,800 to 2,160 litres of diesel per month per truck (enough to cover two trips from KK to Sandakan). How can the subsidy have any impact on the operational cost of transportation operators?," he asked.
FSLTA called on the government to liberalise the diesel fuel subsidy to include all types of trucks as geographically Sabah is different from Peninsular Malaysia.
Chua pointed out that the 63 per cent increase in diesel price over the previous price and the Government's intention to float fuel prices may aggravate the problem.
The price of lorry spare parts are up by 100 per cent, batteries, by 180 per cent and steel materials for trailers by 400 per cent. Imagine the heavy burden that the transportation operators have to bear, he said.

Costlier Transport Certain

Kota Kinabalu: Taxi, bus and lorry operators in the State have begun clamouring for an upward revision of fares to offset Wednesday's sudden hefty fuel price hike.
A Daily Express random survey showed some taxis to be already quoting higher rates while bus operators say they will be out of business if fares are not raised from the present 10 sen per km to 16 sen.
The busmen said this is necessary to cushion the impact of the 78 sen and RM1 increase, respectively, in the prices of petrol and diesel as announced by Prime Minister Datuk Seri Abdullah Ahmad Badawi .
Public transport fares are regulated by the Commercial Vehicle Licensing Board (CVLB). Sabah Express Bus Operators Council (Seboc) President Donald Hanafi said express bus operators were hardest hit by the move that saw the diesel price going up from RM1.58 to RM2.58 per litre. Petrol went up from RM1.92 to RM2.70 per litre.
In an immediate reaction, all express bus operators have decided to stop providing free "nasi campur" and bottle of drinking water jointly worth RM4 to passengers.
"If the Government does not do anything, at least 40 per cent of express bus operators in Sabah will have to close shop," he said at the Inanam Terminal, Thursday.
Donald said they had an emergency meeting shortly after the price hike was announced, which they described as a total surprise due to the sudden manner and quantum of increase, which was more than 60 per cent.
"On behalf of express bus operators I am urging the Government to look into our plight seriously especially the CVLB to consider revising the rate of our fare.
"It will be disastrous to continue operating at the present rate without taking into account the huge fuel price hike. Besides, it has been four years since the rate has been reviewed," he said. A full tank for an express bus means filling up 310 litres of diesel, which based on the new price is equivalent to a whopping RM799.80.
"We might just break even if the fare is upped to 16 sen per km."
He also said long-haul bus operators face a different situation in Sabah compared to their counterparts in the peninsula where road conditions are better.
"Sabah roads are not that good and we have to shoulder extra cost in maintenance since tyres, suspension and other parts wear out quicker and unexpectedly," he said.
He said if the Government does not allow the fare hike then it should consider giving special exemption to express bus operators from the new price.
"If there is no immediate answer from the Government we will have to find ways and means to get the CVLB to listen to us. We really hope the Government will be considerate and find a quick solution to our problem."
Sabah West Coast Taxi Operators Association President Wong Nyuk Ming urged the Government to do something to offset ballooning operational costs following the latest development.
"We hope the Government will allow us to raise fares that have only been revised once in the past 25 years," he said.
Wong said that fare revision was to cater to the use of meters where the starting price was fixed at RM1.40.
"We were asked to charge RM1 per kilometre in 1983 and today we are still being asked to charge the same rate," he lamented.
"With the sky high fuel price hike how can we make ends meet?," he said.
The association has about 500 registered members.
Wong said while the use of taxi meters is mandatory, most passengers, including tourists, preferred to pay based on an earlier agreed sum rather than using the meter.
The Federation of Sabah Lorry Transportation Associations (FSLTA) said it would be reviewing charges. Its Sec-Gen Adrian Ho said an increase was inevitable. "We have maintained our pricing since 2006 despite the increase in the cost of related items.
"For instance, the price of battery has gone up by 200 per cent. But our charges remained because we never anticipated that fuel price will increase drastically. We did not want to raise bit by bit because we know it would annoy our customers."
He said FSLTA held a meeting on Wednesday night following the announcement to gauge the direct impact of the new pricing.
"We will be meeting again to look at a number of things, including the cost of spare parts. Basically, we will look at additional costs for operations because a RM1 increase constitutes a substantial amount not only in terms of fuel."

Lorries can soon carry 20% more on federal roads

KUALA LUMPUR: Lorries will be allowed to carry 20% more load on federal roads after bridges along the routes have been repaired and upgraded.
Works Minister Datuk Mohd Zin Mohamed said the move would keep transportation costs down and allow the industry to be more efficient.
The Pan Malaysia Lorry Owners Association (PMLOA) and the Association of Malaysian Hauliers (AMH) lauded the move, saying it would help maintain escalating operational costs.
Mohd Zin said the lorries were previously allowed to carry not more than 10 metric tonnes per axle on federal roads, but could now carry 12 metric tonnes per axle.
“The international standard is 13 metric tonnes, but we prefer to stay on the safe side,” he said.
Mohd Zin said the move would take effect after it was gazetted, which should take about two weeks. He said there would be no changes to the axle load limit on highways, which is already 12 metric tonnes per axle.
Lorries in Malaysia, depending on size, have a maximum of seven axles.
When contacted, PMLOA president Er Sui See said he was happy with the move, as he had lobbied for it for 10 years.
“It sends the message that our roads are of international standards. And our lorries are more than able to carry the extra load,” he said.
“The price of tyres and spare parts have been rising. This will keep our costs down, and since we can sustain our operations at the existing rates, we do not need to increase our fees.”
AMH president Datuk Ahmad Shalimin Shaffie also welcomed the move, saying that it would resolve the issue of lorries overloading.
He said on average, those who overload carry about 30% more than the permitted limit and many would stop doing so as the 20% limit increase would be cost-efficient for the operators.

For unknown reason, the Weight Restriction Order 2003 passed by Parliament, has down graded the BDM of lorries in Sabah and Sarawak while the Peninsular Malaysia ones were upgraded, making the weight differential between them to as much as 10 metric tons in some cases. Since the road designs (Route 1) of both East and Peninsular Malaysia are the same standard, then there should not be any differential of BDM between them.
The Association has restlessly appealed to Ministry of Transport, Ministry of Works, JKR, Menteri Pembangunan Infrastruktur Sabah for the past 3 years but it met with disappointment as non of the Ministries could give a definite solution. The Members of the Association were made to suffer the loss of income due to down grading of BDM of lorries despite of the Association's appeal. to defer the implementation of Weight Restriction Order. East Malaysia is always standing at a disadvantage as spare parts, batteries, tires, oil and maintenance are 15% to 20% costlier than Peninsular Malaysia what more coupled with 26% less cargo weight. To make end meets one can imagine what would the transporters do to survive or they will be phased out.
The members of Association appeal to YAB Dato' Seri to bridge the gap of the Ministries and come up with workable solutions to ease member's burden . In the interest of “Sabah Development Corridor” and ASEAN Inter-State Agreement, let Sabah have an equal ground to compete with outsiders by amending the Weight Restriction Order uniformly throughout the country.
Last but not least, the Association wishes YAB Dato' Seri's success in the coming election. May God bless our country with righteous leaders.
